Stela Mocan

Stela Mocan is managing the ITS Technology & Innovation Lab at the WBG, which serves as an internal experimentation sandbox around emerging technologies. Together with the ITSTI Team and WBG staff, she explores the potential of emerging technologies in augmenting corporate operations and solving development challenges, analyzes possible future scenarios and technology trends and provides technology advisory on how to operationalize and scale tech-enabled development projects. Stela holds a Master degree in Public Administration from the Harvard Kennedy School of Government, and a Master in Political Sciences from the National School of Political and Administrative Studies, Romania. During 2010-2015, she served as Moldova Government 1st Chief Information Officer and led the government digital transformation efforts.
