Steering Committee Meeting

On June 2, 2015, the Steering Committee of the Global Forum discussed further developments relating to partnership management, communication activities and languages of Global Forum activities. Members also discussed developments for the upcoming Law, Justice and Development Week (see below). The next Steering Committee meeting is scheduled for November 16, 2015.

Steering Committee members also welcomed as an invitee H.E. Ambassador Carmen Moreno, who has served as Executive Secretary for the Organization of American States’ Inter-American Commission of Women. After the finalization of the membership H.E. Ambassador Moreno has joined the Global Forum as new member of the Steering Committee and co-leader for the Thematic Working Group on Empowerment and Equity for Diverse Communities.

Law, Justice and Development Week 2015, November 16-20

Following the call for proposals issued in March, more than 100 panel proposals were received, including over 50 from Global Forum’s Partners. This year’s Law, Justice and Development Week will be held at the World Bank headquarters and focus on “Governance and the Law”, with one day dedicated to the “Middle East and North Africa Region”. Keynote speakers for the week will include Hon. Lady Justice Njoki S. Ndun’gu, Supreme Court of Kenya, and Dr. Nabil El-Araby, Secretary General of the League of Arab States. Thematic Working Groups on Anti-corruption, Environment and Empowerment, as well as the Community of Practice on Health, will also hold their plenary meetings during the week.

Community of Practice on Heal- Uganda Pilot Project

The CoP on Health is proud to announce that its first project was launched this spring 2015 by a mission to Uganda to consider the legal and regulatory landscape to reduce the incidence of substandard and falsified medicines in circulation. CoP members formed a team that included the O’Neill Institute headed by the CoP Chair Michele Forzley, International Development Law Organization lead by David Patterson, UNICRI by Marco Musemici and Vittoria Luda, and the World Bank by Wolfgang K.C. Koehling. As part of this project, Uganda will benefit from a full report outlining the steps and strategies they may undertake to address the problem in their country. In addition, an assessment tool and guide to a national strategy will be developed for use by others and complemented by a Repository of information, studies, laws and other materials for those who seek to understand and solve the problem of falsified and substandard medicines. The Repository will be posted to the CoP on Health page.

GFLJD Work Program Proposals for 2015-2016

The deadline for the submission of Work Program Proposals has been extended to July 31, and the Secretariat is working with Co-leaders on the finalization of several Work Program Proposals.  In several cases, the Thematic Working Groups have decided to revise, improve and update previous proposals. The proposals endorsed by TWG co-leaders will be included in the fundraising efforts in the months to come.

New Staff Joining the Global Forum Secretariat

Yuantao Liu is kindly seconded from the Legal Department of the Chinese Ministry of Finance for two years. A graduate of the China University of Political Science and Law (Beijing, China), Mr. Liu specializes in Chinese economic law and litigation, and is currently pursuing a Doctorate degree.

Diletta Lenzi is a training lawyer in Italy and will intern with the Global Forum Secretariat until December 2015. A graduate of Florence University (Italy), Ms. Lenzi specializes in corporate governance, environmental law and insolvency, and is currently pursuing a Doctorate degree at Ca’ Foscari University (Venice, Italy).

Anti-Counterfeiting Technologies Protection of IP and Economic Development

Connecting the Last Mile: Addressing Legal and Policy Gaps in Information and Communications Technology

This event addressed the role of information and communication technology (ICT) in surmounting access barriers that inhibit the participation of persons with disabilities in society. Panelists discussed law, policy, and social measures that States Parties may adopt to ensure ICT accessibility consistent with CRPD requirements, sharing best practices from policy and practice, including in the context of model policies and practices, disability inclusive development, political participation and voting, and economic return on investment for governments.

22nd Congress of the International Union of Judicial Officers

June 3-5, Madrid
Sophie Wernert, Counsel with the Global Forum Secretariat, was invited to attend and speak at the 22nd annual Congress of the International Union of Judicial Officers in Madrid on June 3-5, 2015. The final version of the Global Code of Enforcement, a draft of which had been discussed at the 2014 Law, Justice and Development Week, was presented by its authors in the presence of several international organizations and key players in the enforcement profession.

Third International Conference on Legislative Drafting and Law Reform

The Third International Conference on Legislative Drafting and Law Reform brought together legislative and legal professionals from around the world for a two day conference featuring leading authorities on legislative drafting and law reform. Attendees had the opportunity to share ideas with a diverse array of legislative drafting and legal professionals.

Fighting Falsified and Counterfeit Products

The World Bank along with UNICRI and SICPA organized a brainstorming workshop on “Fighting Falsified and Counterfeit Products in Low and Middle Income Countries: Authentication and Traceability Systems”. The event gathered representatives from various practices in the World Bank as well as external attendees and presenters, such as Marco Musumeci (UNICRI) and Pierre Viaud (SICPA), with concluding remarks from Anne-Marie Leroy, Senior Legal Vice-President. The workshop aimed at sharing of information, experiences, and opportunities for more meaningful deep knowledge and future collaboration/cooperation. 

The workshop concluded as to the importance of strengthening legal frameworks to fight falsified and counterfeit medicines and other products, and enhancing capacity of regulatory authorities and local authorities, as well as building and sharing knowledge on available technologies, piloting projects in few countries on strategic sectors as engine for larger scale approach to anti-counterfeiting.

Contract Farming as a Tool for Economic and Social Development
